I published there, but I would not recommend it to anyone. A strange experience for several reasons: the review process is advertised as expedited, yet it then drags on indefinitely due to the whims of reviewers who do not understand what an evaluation is. One example: a reviewer requested revisions prior to acceptance, but only provided a short list of three or four typographical errors and asked that a single sentence be rewritten. In the end, the reviewer who requested changes is supposedly required to revisit my article to verify that I corrected the few typos, but there was no engagement with the substance of the paper.
On the other hand, I have noticed that articles originating from that university, or from affiliated universities, undergo abbreviated review processes and are published within six months of the initial submission.
